The successful consultant will required to set out the methodology for reconciling welfare and GDP/GVA for transport investments.The theoretical framework used for converting GDP/GVA to welfare;
How individual elements of GDP/GVA and Welfare might be measured under different economic conditions. For example where user benefits for commuters, business and others fit in under market clearing, excess demand and excess supply;
Where measures are not available what needs to be done to develop them.
