Southend-on-Sea Borough Council is reshaping the current drug and alcohol treatment and recovery support services available across the borough and are inviting expressions of interest from suitably experienced and qualified service providers capable of providing an outcome-focussed prevention, early intervention, treatment and recovery substance misuse system.

The Council is seeking to procure, for individuals aged 18 and over, a complementary range of early intervention, treatment and recovery system lots, which will work together as an effective outcome-focused substance misuse system that encourages, supports and empowers individuals to take responsibility and control of their lives.

The contract is split into 5 lots that cover the following services:

Lot 1 - Case Management Service This service will co-ordinate the care of individuals throughout their recovery journey; maintaining a focus on outcomes; integrating and co-ordinating service delivery by working jointly with other agencies and services, including specialist treatment services.

Lot 2 - Specialist prescribing service

To provide a range of appropriate pharmacological interventions to assist individuals to address their drug and/or alcohol use, ensuring that these interventions are supported and complemented by appropriate psychosocial interventions and other treatment service elements.

Lot 3 - Structured psychosocial intervention service

To provide a range of formal structured psychosocial interventions, as recommended by Public Health England under Core Dataset N, to those accessing substance misuse treatment.

Lot 4 - Recovery support service and Advocacy

The service will provide a recovery community organisation anchored in the heart of the community which embeds and promotes a recovery vision. It will work with other aspects of the 'system' and support delivery of systems wide objectives, including reducing stigma, developing recovery leaders, delivering targeted advocacy in line with The Advocacy Charter, developing employment pathways, and developing and embedding resources for sustained recovery within Southend.

Lot 5 - Severe & Multiple Disadvantage Service

This service will seek to engage and motivate people facing complex needs to access and engage with services to meet their health, social care, accommodation and potentially recovery objectives. This service will provide assertive outreach to the 'complex needs' client group, including chronically excluded adults, and the Making Every Adult Matter (MEAM) agenda.

Tenderers may bid for more than one lot, but if you bid for multiple lots including Lot 1, and are successful for more than one of these (including Lot 1), your organisation must take the decision which contract you wish to accept. If you select Lot 1 then you cannot also deliver any of the other contracted Lots. You may bid for lots 2-5 and may be successful for more than one lot.

Additional information: The contract term will run for 76 months from 1st December 2017 - 31st March 2024 with the option to extend for up to three additional periods of up to 12 months or any part thereof. The latest expiry date of the contract will be 31st March 2027.

Southend-on-Sea Borough Council welcomes submissions from all organisational types, including the Third Sector and Charitable Trusts.

The maximum annual contract value for all lots is £1,750,000 per contract year, with a total maximum contract value of £16,333,000 THIS AMOUNT APPLIES TO ALL LOTS BEING TENDERED AND MUST NOT BE READ AS THE AMOUNT AVAILABLE FOR THE INDIVIDUAL LOTS. BIDDERS MUST PRICE THE LOTS ACCORDING TO THE SERVICE THEY PROPOSE TO DELIVER AND NOT ASSUME A MAXIMUM FINANCIAL ENVELOPE IS IN PLACE. BIDS WILL BE EVALUATED ON THE QUALITY OF THE PROPOSALS AS WELL AS PRICE.
