description
NHS South Central and West Commissioning Support Unit (SCW) (the commissioner) wishes to commission scalable waste recycling and disposal services to all offices within the South, Central and West Geographical Region.
This notice is to inform the market of the upcoming tender opportunity. We ask interested parties to complete the Market sounding questionnaire which can be accessed on the e-procurement system intend https://in-tendhost.co.uk/scwcsu/aspx/Home.
SCW is a division of NHS England, which supports 80 NHS and non-NHS Customers with circa 32 corporate offices, some co-located with other NHS organisations. SCW also supports 1122 GP Sites across this region and have a requirement for an "extraordinary" waste recycling and disposal service to deal with waste outside of core office waste streams (such as paper and small quantities of general waste).
With collection frequencies being adhoc, we are looking for a supplier to provide us with a great, intuitive simple solution to all of our disposal needs.
The types of waste to be disposed of will include packaging (Cardboard, Plastics and Polystyrene), Furniture (Lockers, Chairs, Tables, and Flipboard Charts) and non-IT Electronics (Toasters, Kettles, Microwaves, etc). We are looking for a solution that allows staff to self-serve through a supplier hosted website and to report waste. It would be required for the Facilities Management Manager to keep track and approve of all of our waste that you as a supplier is disposing of with regular data or a live dashboard available.
Suppliers will be expected to confirm requested collections and honour those bookings once confirmed. The contract will include an account credit mechanism for failed collections.
Unfortunately there is no pre-existing contract or intelligence to accurately forecast the volume of collections and disposal services required.
Please find below a link to the NHS England Heath and the Environment initiative as part of the NHS Long Term Plan. Any suppliers bidding on this project must comply with this and plan to work towards the overall NHS Vision.

The contract is expected to begin on 1St May 2020 and will be for an initial contract term of 1 year. This procurement is being carried out by NHS South, Central and West Commissioning Support Unit.
Additional information: This notice is an information gathering exercise rather than a call for competition in its own right, and therefore publication or response does not commit the commissioner or respondents to a future procurement, nor provide any process exemptions or preferential treatment to any parties expressing an interest. Commissioners are looking to establish what interest there might be in providing such a service from suitably qualified, capable and competent organisations.
SCW will not be liable for costs incurred by any interested party in participating in this exercise. Interested parties should note that a response to this notice does not guarantee an automatic invitation to any subsequent formal procurement, which the commissioners will consider in due course.
Please note this Early Engagement Notice has been issued purely to gauge potential interest in the service, and does not currently form part of any formal procurement process.
We ask interest parties to complete the Market sounding questionnaire which can be accessed on the e-procurement system intend https://in-tendhost.co.uk/scwcsu/aspx/Home.
On registration, please include at least two contacts to allow for access to the system in times of absence.
