The Council is looking to appoint a partner to deliver Bystander Intervention training to begin the process of facilitating community solidarity (recommendation 'b'). The goal of this partnership is not simply to teach people how to intervene at the scene of a hate incident, but strategically change social norms in peer cultures across all demographics to collectively stand united against hate incidences.
