Midlands & Lancashire CSU on behalf of Birmingham South Central CCG are seeking expressions of interest from suitably qualified providers for a Male Cultural & Religious Circumcision service. The service is being commissioned using the Any Qualified Provider process. This is the 2nd Window.

The qualification period for the AQP accreditation will be for the remainder of the initial 3 year period from the 01st January 2016. The CCG may open up additional qualification rounds during the accreditation period. Should there be any geographical areas within the CCG area where further choice of provider is required; the CCG reserves the right to limit the next accreditation round to specific geographical areas only.

Birmingham South Central CCG are looking to re-commission a community cultural and religious male circumcision service for its population under the AQP process.

The aim of the service is to ensure that our population can access a safe, equitable and high quality cultural and religious circumcision according to parental choice.

The objectives are:

The service will comprise the provision of male circumcision to infants under 12 weeks of age, only in accordance with accepted practice. The service should be provided via bookable ‘slots’ during ‘office’ hours (Monday – Friday) excluding Bank Holidays. Providers will be expected to operate its own booking system including staffing a dedicated phone number to handle calls between 8.00 am to 6.30 pm, Monday to Friday and to arrange callback to Parents within 1 hour for urgent follow-up support from 8.00 am to 8.30pm Monday to Friday (excluding Bank Holidays). Medical responsibility will remain with the Provider for 24 hours post-procedure.

Additional information: All potential providers who wish to express an interest in the service will be required to complete an accreditation questionnaire. Birmingham South Central CCG will assess the responses to the accreditation questionnaire to determine if a provider is sufficiently qualified to provide the service specified in the Service Specification contained within the Accreditation documentation. All providers who meet the required minimum quality criteria, who accepts the NHS Standard Contract Terms and who accept Specification and the Tariff for the service set by the Birmingham South Central CCG will be offered a contract.

Applications will be accepted from all organisation types including sole provider, consortia, partnership, lead provider etc.

In securing services from Providers, the CCGs needs assurance of competence, quality and safety standards, just as it would for services secured under a formal tender process. Any provider will be eligible to join a list of qualified providers subject to demonstrating competency against the Authority’s specified criteria. The list will be open to new entrants to the market, subject to assessment. The successful provider(s) will be required to sign the standard NHS Contract, accepting all terms and conditions.
