Background

Lancashire Renewables Ltd (a company owned by Lancashire County Council) operates two waste treatment facilities in Lancashire, located in Farrington near Leyland and also in Thornton. The company handles household and residual waste (circa 400,000 tonnes p.a) in Lancashire. As an integral part of processing the waste at the two sites, the company requires a range of mobile plant such as front end wheel loaders, loadalls, teletrucks, and forklift trucks.

Commencing from 1st July 2021 we intended to replace the ageing / existing equipment with new units; either through outright purchase or a long term contract lease agreements from a single service provider. As part of the market testing we are hoping to review & clarify certain criteria that will help us in creating a final tender specification. Typical criteria may include, but not be restricted to, the following topics:

Appropriate equipment specifications to suit our operating conditions & environment.

Alternative technologies to support targets for carbon reduction.

Equipment reliability & arrangements for service support.

Breakdown support, response times & contingency planning.

Tyre management.

Damage management.

Efficiency & operating costs.

Operator comforts & safety.
