Liverpool City Council has approved a House of Multiple Occupation (HMO) Strategy, which involves pursuing the introduction of Article 4 Directions. The Authorities Local Plan will set out policy for assessing HMO applications, which will apply to areas with an Article 4 Direction.
The successful supplier will be expected to:
| • | Undertake primary and secondary research at a city wide level to identify and map the location of individual HMO dwellings |
| • | Identify and Prioritise Districts were HMO numbers are highest. |
| • | Identify/Collate and Analyse the Socio / Demographic and Economic Datasets that demonstrates harm to justify Article 4 Direction(s) |
| • | Undertake Consultation with relevant Stakeholders, Local Community / Landlords / Local Councillors etc. |
| • | Evidence findings to the standard needed in the event of a High Court Challenge |
