The four Black Country Authorities (BCAs) of Dudley, Sandwell, Walsall and Wolverhampton are seeking to commission a Utilities Infrastructure Capacity Study to support the review of the Black Country Plan, previously called the Black Country Core Strategy (BCCS).
The existing BCCS was adopted in 2011 and is now being reviewed to meet the new challenges and opportunities for the period up to 2038. The review will plan for the Black Country's future development needs, including significant levels of new housing and employment growth, and ensure the necessary services are in place to meet these local needs, along with making sure that the necessary level of investment is attracted to create jobs and wealth in the Black Country. The BCAs began a review of the BCCS in 2016 and published an Issues and Options Report for consultation in 2017. It is now intended to produce a Draft Black Country Plan for consultation in early 2020.
