Hertfordshire County Council is procuring a Framework Agreement for Supported Living Services and Community Support Services in Hertfordshire.

Supported Living Services are where care/support is delivered in an accommodation-based service (i.e. where there are a number of tenancies within a purpose-built scheme or cluster, where some support is usually shared; or to an Individual in dedicated supported accommodation). Support can be up to 24 hours a day, seven days a week and may, or may not, include night care.

Community Support Services are where care/support is offered, but accommodation is not an integral element of the service (e.g. the Individual is living with parents/carer; or is a tenant or owner in standard/general needs/mainstream accommodation).

This procurement is an Open process. Organisations wishing to take part in this project are invited to 'express an interest' and also 'opt in' which will give access to the full procurement documents in the e-tendering system.

To be considered as a Tenderer you must complete and submit a Tender by the deadline of 12 Noon on Monday 29th April 2024.

Tenderers should be aware that due to the nature of the Services provided, any Framework Agreement formed as a result of this procurement process shall be executed as a deed. Tenderers should seek independent legal advice on the implications of this prior to submitting their Tender, where appropriate.

The Council is not applying Lots, to enable business development over the life of the Framework Agreement and a flexible and responsive market in line with demand. The approach will also make the application process for tenderers more efficient, as they do not need to complete a tender for a number of Lots. This should encourage Small and Medium Enterprises to complete a tender bid.
