This is not merely a sale of a sports pitch. The all-weather playing fields known locally as Chapel Road ("the Site") require significant works to be undertaken to bring them back to life and fit for 21st Century sporting events. The Council is looking for a contractual commitment from the Tenderer to undertake works to the Site in accordance with the FA's certified standards and requirements relating to 3G Football Turf Pitches to maintain the Site in accordance with those requirements and for the Site to be registered on The FA register for 3G Football Turf Pitches. The works undertaken to the Site should be of a standard that achieves desired outcomes, in order to meet Sport England standards, and where required by planning, to ensure that the current users, and any potential future users have a state-of-the art facility to train on, play on, and if appropriate, to hold events at. As the Council is dictating that these works must be carried out, and as the Council will have an ongoing view in terms of design, quality and other matters, this project is being procured based on a Works Contract and not simply a sales contract. The anticipated spend falls short of PCR threshold, and on that basis the procurement is being conducted in accordance with the Council's own Contract Procedure Rules.
As advertised, the award was subject to external involvement of the Department for Education, who have imposed non-material changes to the contract. The Council has obtained approval to proceed in accordance with the proposed changes. The Council will now be disposing of the site under a long lease; the use of the site by the adjoining school will now be under a shared use agreement. The dates stated are a best estimate as the disposal remains subject to obtaining the formal consent of the Secretary of State for the Department for Education. Indicative Dates: 07-07-2023 - 06/07/3022 (999 year lease arrangement).
