Client:

The Three Southern Counties (3SC) devolution partnership wishes to commission a consultant to review the potential model for delivering the 3SC Devolution asks, should these be approved by Government.

Title:

Governance, infrastructure and delivery arrangements to support the 3SC Devolution Skills asks.

Project Context and Background:

The 3SC (East Sussex, West Sussex and Surrey) are pursuing a devolution deal with Government to improve outcomes for local residents and businesses through economic growth, enhanced productivity and a transformation in public service delivery. The 3SC are taking advantage of the Government’s commitment to devolving powers and resources to a local level, allowing Authorities to make collective decisions about key services affecting the whole area.

Project Rationale, Scope and Format:

The project should focus on an initial analysis of how the major asks that were set out in the 3SC prospectus and, subsequently developed by the partners, can be taken forward. This would amount to a framework assessment of what a skills system reflecting the proposals might look like and how it could be structured. The project should not, at this stage, undertake any additional analysis of the demand for skills in the area nor the supply arrangements given that the Further Education reviews for the area are yet to conclude, although there will subsequently be a need to develop a Skills Strategy for the 3SC area.
