This Early Engagement Notice is to notify the market that the London Borough of Bromley plans to host supplier events and market-sounding meetings to progress its understanding of the market for Street Environment Services, with a view to developing an appropriate strategy for the procurement of these services, with contract commencement proposed for April 2019. It should be read in conjunction with the published Prior Information Notice (PIN) on Tenders Electronic Daily via the link below which will show the full scope of this procurement.
Parties who wish to participate in the soft-market testing are required to register their interest by e-mail to esc@bromley.gov.uk.
As such, this notice does not formally signify the beginning of a procurement process and does not constitute commitment to undertake a procurement exercise. In the event that the London Borough of Bromley decides to commence formally procurement pursuant to the published PIN a separate Contract Notice will be issued.
The current contracts that may be incorporated into this procurement exercise include waste collection and disposal, operation of the borough’s refuse sites, street cleansing, highways maintenance: minor and major works, abandoned and nuisance vehicles removal, winter maintenance, cleaning of highway drainage infrastructure, graffiti removal, arboricultural maintenance, grounds maintenance (incorporating soft landscaping works and playground maintenance) and park security as defined in (but not limited to) the Additional CPV codes contained within the published PIN.
It is proposed that this contract is divided into appropriate activity-based lots, with all supporting IT and Customer Services contained within the contracts. The feedback obtained from the soft-market test exercise will help determine the nature and scope of the lots. Further detail relating to the specific breakdown of the lots will be clearly set out in the Contract Notice and Procurement Documentation.
Consortium bids will be welcomed, and the use of local and small contractors is encouraged; one contractor who can provide all services would also be considered. The Authority is open to collaborative working with other authorities: as such, the contract may involve some form of framework arrangement.
Applicants who register an interest in this project will be notified when the tender is advertised and the procurement process commenced.
Estimated value: £30 million pa (est. length of contract: 10 years, with an option to extend. Bids may also involve capital investment)
Additional information: The Council works closely with a number of its surrounding local authorities on procurement activity and is a member of the South East London Procurement Group (comprising of the London Boroughs of Bromley, Bexley, Lewisham, Greenwich, Lambeth and Southwark). In addition to the partner organisation identified above, in appropriate circumstances and in compliance with any legal and regulatory requirement, the opportunity for services to be provided through this contract may also be offered to members of this organisation along with other as yet undetermined Authorities who may have similar usage volumes.
