The Arts Council England's Catalyst Evolve is one of our strategic funds designed to support delivery of our strategy, Great Art and Culture for Everyone. In particular, it contributes to goal three: the arts, museums and libraries are resilient and environmentally sustainable.
The UK has a rich history of philanthropic giving to arts and culture. Many of our substantial cultural buildings, musicians, artists have relied on the benevolence of supporters, from paying for new buildings or restorations to supporting individual artists to create work. Often it is the multi-million pound donations that we hear about but increasingly important are the smaller regular giving programmes providing organisations with, if they treat them well, a regular source of unrestricted income.
The Evolve programme is a new £17.5 million initiative supporting organisations with a limited track record in fundraising to enable them to attract more private giving and achieve a step change in their ability to earn philanthropic income. Private giving can come in the form of major gifts, trusts and foundations, corporate donations, sponsorship and individual giving.
Arts Council England is seeking a service provider to deliver a programme evaluation for Catalyst: Evolve programme over the period 2016-19. Evaluators will be required to develop and deliver an overall evaluation framework which combines primary research and analysis of programme monitoring data in order to answer the evaluation questions.
