description
NHS England South (South Central) and (South West) are seeking to commission an outcome focused primary healthcare service, equivalent to that available to the local community, for prisons within the Dorset and Devon regions and also including an Immigration Removal Centre in Dorset. There are two separate regional lots to reflect this and providers may bid for one or both lots.
NHS England will commission a prime provider model (for each lot) for prison healthcare services in order to support integrated, patient centred care across the full range of service specialities required to manage the complex healthcare needs of those in the prison settings.
NHS England will hold a contract with the prime provider (for each lot), who in turn can directly provide care and/or subcontract care to other specialist providers. The prime provider will ensure that all services operating within the prison work in an integrated way delivering seamless care pathways.
NHS England requires provision of a comprehensive range of services in-house including physical health, mental health and substance misuse services. The successful Bidder will be expected to realise the opportunities to reduce health inequalities in minority groups such as BME Groups, those with a Learning Disability and Older Vulnerable Prisoners, by improving access with the best use of services and minimising inappropriate out of prison activity.
The Provider will be able to demonstrate the ability to provide management information from the system to ensure efficient access and where appropriate decommission services that are not required.
Bids must reflect the unique and multiple site operation in which it is delivered and include:
- GP Provision
- Primary Care Nursing and Admin service
- Pharmacy Services-Including mechanism for OOH provision
- Substance Misuse Services
- Optometry
- Physiotherapy
- Podiatry
- Primary and Secondary Mental Health and Learning Disability Services
- Sexual Health Services
- Health Promotion and Prevention
- Dental services
The two Lots are detailed below:
- 1.Dorset
- HMP YOI Portland, a male YOI and Adult resettlement Category C prison with an Operational Capacity of 580
- HMP Guys Marsh, a male resettlement Category C prison with an Operational Capacity of 579
- IRC The Verne - Immigration Referral centre – Male with an Operational Capacity of 580.
- 2.Devon
- HMP Channing’s Wood - a male Category C Adult Training prison with an Operational Capacity of 731
- HMP Dartmoor – a male Category C Adult Training prison with an Operational Capacity of 640
- HMP Exeter – a male category B Local prison with an Operational Capacity of 561

Additional information: The expected service commencement date for the Dorset establishments will be 1st April 2017, with a value of £31 million over five years (EXcluding Escort and Bedwatch).
The expected service commencement date for the Devon prisons will also be 1st April 2017 with a value of £48,750,000 over five years (INcluding Escort and Bedwatch)
Contract duration will be for 5 years with no extension options (for both lots) and in line with current NHS requirements, will be contracted using the following:

| • | A tri-partite agreement if the prime provider is not eligible to directly sign the PDS contract |

The Services are healthcare services within the meaning and scope of Annex XIV of Directive 2014/24/EU ("the Directive") and Schedule 3 to the Public Contract Regulations 2015 ("the Regulations"). The tendering process will be conducted in accordance with the requirements and flexibilities provided by Articles 74 to 76 of the Directive, and Regulations 74 to 76 of the Regulations. The Authority will run a transparent tender process, treating all bidders equally. For the avoidance of doubt, the Authority will not be bound by the Regulations or the Treaty on the Functioning of the European Union or any other regulations or legislation except for the specific parts or circumstances that apply to the procurement of these Services.
Neither the inclusion of a bidder selection stage, nor the use of any language or terms found in the Directive or Regulations, nor the description of the procedure voluntarily adopted by the Authority ("Open", "Restricted", "Competitive Procedure with Negotiation", "Competitive Dialogue" or any other description), nor any other indication, shall be taken to mean that the Authority intends to hold itself bound by the Directive or Regulations, save by the provisions applicable to services coming within the scope of Annex XIV of the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77).
