WHC-New Build of 22 Flats at Garden Avenue, Hatfield

The Project is for the new build of 22 Flats in South Hatfield, Hertfordshire.

The site of 0.320 hectares comprises 63 disused single storey, flat roofed, prefabricated garage buildings on concrete hard standing. Trees and hedges to the perimeter of the site are well established with a council owned and maintained tree belt to the South and South East of the site. The site contains a pedestrian right of way to the A1001 and to the No 19 bus stop. The Public Right of Way (Hatfield 163) will need to be temporarily closed/diverted using a temporary Traffic Regulation Order (TTRO) and the Council will be making an application to Herts. County Council Rights of Way Service. Hertfordshire County Council Rights of Way team have been fully involved in the feasibility of the development and are satisfied with the proposals for the right of way. The site slopes from north west to south east.

We received many local objections to our proposals as a result of our planning submission. Objections were in relation to an increase in traffic, parking, noise and security. Increased documentation and evidence provided reassured planners on these issues and we have been successful with achieving full approval subject to a S106 Agreement. There is a requirement to enter into a Section 278 Agreement with Hertfordshire County Council (Highway Authority) to carry out modifications to the existing public highways at Garden Avenue.
