WasteDataFlow (WDF) is a quarterly survey of local authority waste management and recycling activity in the UK, collecting data online into a database via a website.

It is jointly owned by Defra, Welsh Assembly Government, Northern Ireland Environment Agency and the Scottish Environment Protection Agency, with Defra the major partner

taking responsibility for coordinating this project at the UK level.

The contract will cover the overall administration and operation of WasteDataFlow for the UK data collection and in addition the validation of data for England local authorities.

The project entails on-going management of the system, provision of training and helpline for users and system improvements. All aspects of data collection for England is also covered. A key use of the data is statutory monitoring of local authorities waste management by the Environment Agency under the Landfill Allowance Trading Scheme. The successful contractor will need to demonstrate strong competencies in the following areas:

•A good technical understanding of municipal waste management by local authorities so that help and support can be given in the completion of WasteDataFlow returns, and

advice on development of the survey can be provided.

•The ability to manage and develop a web-based data collection system, including coordination between data needs of the four UK Countries.

•An understanding of statistical survey issues and data requirements such that good quality, timely and fit for purpose information is provided to all customers of municipal waste data.
