Scope (Consultant’s Duties)

The Consultant is to provide costs for the following:

To assess, prepare and submit a feasibility report with package options for the replacement of selected eligible fume cupboards and associated systems to be replaced in Phase 3 as listed in the NOCS Fume Cupboard Schedule Appendix 3.

To prepare and submit a tender package for the placement of the selected fume cupboards and associated systems package selected from the above feasibility report.

To monitor and manage the Phase 3 works programme comprising the replacement of the selected fume cupboards and associated systems package(s) as tendered.

The Consultant is to undertake the Professional Services applicable to the role of Project Manager, Mechanical and Electrical Engineer, Building Surveyor/Structural Engineer and CDM Principal Designer as described in the Schedules of Duties and in the Construction (Design and Management) Regulations 2015: General duties of CDM Principal Designer.

The Consultant is to prepare a fully costed feasibility/options report, which will be presented to the User Group and the NOCS Head of Estate. Once this has been approved and signed off, the consultant will then proceed with the production and issue of a fully detailed and coordinated tender package, plus detailed and coordinated programme.

The Consultant will liaise closely with the Employer’s Facilitator (SL) who will co-ordinate with the Client User Group.

Room Data Sheets are to be compiled by the Consultant in association with SL.

Note:

Available drawings and services information is generally available in scanned PDF format only.
CAD floor plans are available but the Head of Facilities advises that these are design drawings and cannot be verified as ‘As Fitted’ Record Drawings.
As part of the tender process, the tenderers are strongly recommended to attend an Industry Day on site. This will consist of a conducted tour around the laboratories, the MEDA floors and the access to and from Reception. The date is shown on the programme, Annexe 1. Tenderers attending will be required to advise NOC Reception of the names and vehicle registrations at least 48 hours before the day.

Please note that all tender package information, prepared by the Consultant, will be submitted to UKSBS (NERC’s procurement colleagues) and they will submit this information via the UKSBS portal.

Appointment of Sub-Consultants

The Consultant is responsible for the appointment of sub-consultants as necessary to fulfil the Scope.

Additionally to the above specification there needs to be full compliance to the attached appendices.
