NHS Devon is looking to procure safe, effective and agile care to patients who are discharged under the Discharge to Assess (D2A) scheme and are admitted into a bedded placement in Plymouth, Devon.

The care provided will be to the same level as would be provided by a patient's own GP, this care should include but not be limited to:

the personal, primary and continuing nature of the care of individuals
the physical, psychological and social aspects of diagnosis
the early diagnosis, initial decisions and continuing management of problems
current, chronic and terminal types of illness
treatment, prevention and education for promoting health

Interested providers are invited to complete a short questionnaire as part of an information gathering exercise by NHS Devon to inform their decision making. The questionnaire is available on MS Forms. A link is provided in the additional text section of this PIN.

Please note that this process is not formally evaluated or scored and does not stipulate that NHS Devon will undertake a tender process for this service or will not impact an evaluation of a future tender process, should one be undertaken. At this stage your interest is sought to help commissioners develop the most appropriate strategy and approach to commissioning this service.

The deadline for submissions of this questionnaire is Monday 6th November 2023 at 12 midday.

This process is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioners.

Additional information: This notice is an information gathering exercise rather than a call for competition in its own right, and therefore publication or response does not commit NHS Devon or respondents to a future procurement, nor provide any process exemptions or preferential treatment to any parties expressing an interest.

Commissioners are looking to establish what interest there might be in providing such a service from suitably qualified, capable and competent organisations.

NHS Devon will not be liable for costs incurred by any interested party in participating in this exercise. Interested parties should note that a response to this notice does not guarantee an automatic invitation to any subsequent formal procurement, which the commissioners will consider in due course.

The services are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but is instead governed by the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77).
