The Council requires a FMIS and CM system(s) and Hosting Service to provide integrated and flexible functionality to support all aspects of financial and budgetary management required by a modern Local Authority working in partnership with other agencies.

Ideally the system(s) / solution should be integrated and web enabled and operates to improve the Council's efficiency in processing financial transactions and provide the means for efficient interfaces to other Council systems.

The system(s) / solution must comply with all relevant United Kingdom and European Union legislation, the CIPFA/LASAAC Code of Practice on Local Authority Accounting in the United Kingdom and the Service Reporting Code of Practice. Where relevant, the system / solution must be Payment Card Industry Data Security Standard (PCI DSS) compliant.

The FMIS and CM system(s) should be capable of meeting current acceptable standards of security for system access and data storage with particular reference to the Data Protection Act 1998 (as amended) and the need to ensure all data, including backups and test data, is kept entirely within the European Economic Area, preferably, within the U.K.

The Contractor shall be required to project manage the implementation, configuration and integration of their system(s) / solution and migration from the Council's current Civica systems to the new FMIS / CM. The Contractor shall be required to proactively work with, support and communicate with the Council during the Contract Period, including but not limited to the implementation user acceptance testing, training and upgrades.

Additional information: The contract is for a period of 7 years, with the Council having an option to extend for a further period of up to 3 years. The total contract period will not exceed 10 years.

The awarded contract value are based on the current annual costs and are for a 7-year period. If the option to extend the contract is invoked the afore mentioned estimated cost will increase accordingly.
