London Borough of Haringey Council - Selection of a Joint Venture Partner
Background and Opportunity
The London Borough of Haringey Council (the "Council") is considering selecting a partner with which to facilitate housing acquisition and refurbishment in Haringey in accordance with European Commission guidance on public-private partnerships, and following a decision to proceed being taken by the Council's Cabinet.
The Council and selected partner would establish a joint venture with each party having a 50% share in the joint venture.
The joint venture shall acquire, refurbish, manage and repair 400 housing units within and outside the borough of Haringey.
Once established, the joint venture will also be required to raise £95 million of external finance through issuing a bond with a 40-year term and to facilitate a suitable long-term ownership model which is financially viable and offers a value for money proposition for the Council.

Instructions for submission

All submissions in respect of this opportunity will be evaluated in accordance with the evaluation criteria set out in the Response Document. Following agreement to proceed with the scheme by the Cabinet, the Council will select the candidate which has the highest score on evaluation.
The closing date for the receipt of completed Reponse Documents through the Portal will be 12 noon on 22nd January 2018.
Any queries or clarifications regarding the opportunity should be submitted through the Portal by no later than 12 noon on 15th January 2018.
The Council will notify candidates of the outcome of the evaluation from 29th January 2018.

The Council will only proceed with the Joint Venture following agreement by the Cabinet.
