The purpose of this Terms of Reference (ToR) is to seek a Clerk of Works to oversee the two DFID funded social infrastructure projects in Sierra Leone, under the post-ebola Presidential Priority Plan:

a.£38 million Freetown water supply rehabilitation project (2016 - 2018). This project is intended to improve access to safe water for up to 600,000 people, mostly from low income areas of the city.
b.Quality Assurance of the construction of School classrooms and Rehabilitation of Health Centres (2016 - 2017) undertaken by NGO Consortia and UN Agencies. The classroom construction project is intended to benefit approximately 9,000 school children. Rehabilitation of existing health centres will contribute to reducing neonatal, maternal and child mortality by 10% over the next two years; increase the use of quality reproductive, maternal, neonatal and child health (RMNCH) services, and reduce maternal related mortality/morbidity and teenage pregnancies.

The specific objective of the Clerk of Works (CoW) is to ensure that construction works being implemented under the two DFID water and sanitation and health and education projects are designed and constructed to an acceptable quality assurance standard in accordance with the Client's requirements, and provide good value for money.
