The Royal Borough of Greenwich (‘RBG’) is seeking expressions of interest from appropriately qualified skills and training organisations. Using anticipated funding from the Royal Borough’s own resources and the Skills Funding Agency, Royal Greenwich is intending to develop a four year Framework Agreement with appropriate providers for the procurement of skills and training services. It is envisaged that the framework will be for 4 years in duration from the date on which the contract becomes operational.

The Skills Framework could potentially have an annual spend of between £1.4 million- £2 million per academic year, for a period of up to four years. All Community Learning and Adult Skills funding is subject to confirmation annually by the Skills Funding Agency; all other sources of funding are subject to availability; there can be no guarantee of available funding therefore no guarantee of work.

The provision will be procured through two lots. Potential providers will not be required to bid to deliver under both lots, though they are free to bid for both lots if preferred. It is envisaged that a number of providers will provide the services required and through the framework agreement a provider will have the opportunity to bid for the specific category of learning. Please note that no sub-contracting of provision is permitted. Any provider commissioned through the Skills Framework Agreement must directly deliver any contracts commissioned by the Royal Borough of Greenwich through the Agreement.

Lot 1 - Community Learning - non accredited – the provision of non-accredited adult learning and skills provision which improves the softer skills of Greenwich residents.

Lot 2 - Adult Skills: employment specific, vocational and accredited learning - the provision of learning and skills projects that prepare Greenwich residents for the world of work. The provision may or may not lead to a formal skills qualification.

Within the Skills Funding Agency (SFA) funded provision, providers will need to have the capacity to understand and comply with SFA rules and be prepared for potential inspection by Ofsted.

Once the framework is established Royal Greenwich will have the options of either calling off a single provider through direct award or conduct a mini competition. It is anticipated all call off contracts that may be activated through this framework will not exceed beyond the life of the framework for longer than a maximum period of 1 year to 2021.
