On behalf of Breckland District Council you are invited to tender for a land viability study to identify the potential of site D5 in the Dereham area (Appendix one) as an employment site. Accordingly, the Council wishes to commission consultancy to:
- A)Confirm the market failure
- B)Obtain solutions to overcome the market failure
- C)Understand the business case both in both financial and growth terms to invest in the market failure
