The NHS supports the need to develop improved access to physiotherapy services as part of the drive to reduce patient waiting times, improve patient choice and to provide services locally. Services are currently delivered by providers from across NHS and non-NHS organisations via a mix of Any Qualified Provider (AQP) on a cost per case basis.

Full Body MSK Physiotherapy Services will be provided via a Lead Provider Model, making one Provider responsible for the management of the entire care pathway. It is likely that the Lead Provider will enter sub-contracting arrangements with other Providers for physiotherapy services.

The benefits of this model include the opportunity for innovation, integration and collaboration. Providing direct and timely access for GPs to physiotherapy within the community, avoiding the need for unnecessary referrals to secondary care.

Key aims and objectives of the service are:

To reduce waiting times to the service and deliver treatment to enable patients to reach their individual treatment goals sooner. This could include improved quality of life, return to work and better management of pain;

To increase patient choice;

To provide improved treatment and care closer to home or place of work, in accessible locations;

To deliver clinically effective treatments that reduce the demand on secondary care services and reduces the need for more costly interventions;

To provide community services that have strong emphasis on patient education and self-management, thereby promoting active, healthy lifestyles and reducing recurrence of injury or illness;

To provide well planned, clear care pathways which deliver safe, evidence based care, to ensure all patients are seen and treated by a clinician with relevant skills and competencies, using appropriate equipment, in a suitable location;

To deliver the shortest pathway possible, compatible with best outcomes for patients;

To successfully deliver excellent clinical outcomes and a positive patient experience;

To ensure the successful completion of packages of care, reducing the number of patients requiring referral for invasive secondary care treatment.

The service will provide a comprehensive, high quality, evidence based provision with a strong focus on provision quality measurement from point of entry into the service, through to patient outcomes. The service will be patient-centred; offering choice and easy access to locally delivered community-based clinics, providing a high quality, efficient service in line with national guidance and local requirements. The Lead provider will ensure that high quality services are available throughout the CCG area.

The contract will be for an initial 3 year plus 2 year period.

In January 2016, Swale CCG and DGS CCG held a Market Event, the outcome of that market engagement event is two separate procurement processes being pursued. This event is for the service to meet the needs of the population of Swale.

Please review the attached draft service specification which will be discussed in detail at the event. The event will also provide an opportunity for interested providers to ask any questions that they may have.

The MSK physiotherapy provision within Swale CCG is currently delivered via AQP contracts and providers have been informed that these contracts will be extended to allow Swale CCG to undertake this procurement process.

It is the intention of Swale CCG to adopt a Lead Provider Model. This means that the successful provider will have overall responsibility for the delivery and management of the Full Body MSK Physiotherapy contract, including named sub-contractors for any of the service areas within their tender submission.

Providers must be able to demonstrate that they have the ability to manage and deliver the Full Body MSK Physiotherapy contract as described in the draft specification.
