The purpose of this requirement is to conduct an analysis of the economic infrastructure financing investments made by the European Investment Bank (EIB) and Green Investment Bank (GIB - now the Green Investment Group), over the past decade and since its founding in 2012 in the UK respectively.

This is expected to include reviewing published information by the two organisations and other relevant organisations (such as the OECD, the IMF and the World Bank), academic literature, grey literature and relevant databases. This analysis should inform an assessment of the value added by each institution to the projects they have been involved in and to the infrastructure finance landscape in the UK more generally. Within this should be a focus on the importance of the institutional features of both organisations and whether alternative approaches (such as funding without the institutional support) could have led to similar outcomes. The requirement also covers a future-looking component to assess the implications of this analysis for potential future areas of infrastructure spending in the UK.
