We are seeking to appoint an experienced biomass energy supply contractor to design and build a biomass boiler plant and operate the system on behalf of the Community College Bishops Castle.

Currently served by oil, the campus uses 5-600,000 kwhr per annum and the proposal is to enter a contract initially for 10 years commencing approximately on 1 March 2016 with options for renewal beyond that period. The contract will allow the fluctuation of the heat price based upon non fossil fuel indices.

The site is located in the border town of Bishops Castle around 20 miles from Shrewsbury and 30 miles from Hereford.

The Community College teaches children from 11 - 16 years of age as well as community focused extracurricular activities over a range of buildings.

The contractor would be expected to expedite the start on site. The tender documentation includes full site information. An outline planning application for the boiler plant room has been applied for currently.

The contract would involve the design and construction of a plant room, fuel store and access road for deliveries. A biomass boiler plant would be connected to four existing buildings using buried distribution pipework and would remain on site at the end of the contract period.

The Contracting Authority in line with the Public Services (Social Value) Act 2012 has due regard to be economic, social and environmental well being in Shropshire. Accordingly The Contracting Authority will be looking, in relation to the delivery of this contract, for proposals from contractors that could help provide social value benefits within Shropshire where practicable and to maximize the positive social economic and environmental impact of the proposed contract.
