This contract will be reserved under Article 77 of the Public Contracts Directive 2014/24/EU for ?qualifying organisations?.

The service will be available for all children and young people across the borough and will engage with them through quality adventure play opportunities based on the Playwork Principles and developed through regular consultation, engagement, reflection, review and evaluation of services.

All adventure playgrounds will be free at the point of access. Although the provider will be required to present a business plan that may include some charged-for services and income generation opportunities, these activities must not impact on the core, open-access offer.

Children and young people are at the centre of the services provided at adventure playgrounds, with their best interests, health, wellbeing and development considered in all planning, delivery and evaluation. Although creating opportunities for excitement, risk and access to nature, adventure playgrounds are safe environments that are robust in their safeguarding arrangements, are registered with Ofsted (either on the voluntary or compulsory registers) and essential to the early intervention and prevention approach in Islington.

Adventure playgrounds are also part of Islington?s Local Offer for children and young people with special educational needs and disabilities (SEND). As key stakeholders and co-producers, children, young people, families and the local community are engaged regularly, ensuring that their needs are considered and included in a flexible, responsive and high quality service.

Providers will be expected to demonstrate high quality of service delivery and review arrangements to allow for working with disabled children and young people where the services can effectively and safely meet their needs. This includes effective and consistent communication with children and families at the earliest stage.

There are six adventure playgrounds that are included in this opportunity:

1.Barnard Park Adventure Playground
2.Cape Adventure Playground
3.Cornwallis Adventure Playground
4.King Henry?s Walk Adventure Playground
5.Three Corners Adventure Playground
6.Waterside Adventure Playground

All of the adventure playgrounds consist of outside spaces, buildings and external adventure play structures. The land, building and its contents are owned by the council, and will be made available through leases on the six adventure playgrounds in relation to this contract. The provider will need to have proven experience of operating buildings, maintaining adventure play structures and managing assets effectively.
