The overall objectives of the project are to:
- a)Advise Ofwat on the appropriate approach for allocating the RCV to the bio resources price control. This will require an assessment of the benefits and disadvantages of a range of potential methods, informed by analysis of relevant examples where methods have been applied in other sectors and/or internationally.
- b)Set out the major challenges and risks of adopting each approach in forming a recommendation on the approach that is most likely to satisfy our policy objectives and enable implementation of a robust RCV allocation for sludge assets.
- c)Outline the information requirements underpinning the recommended method and evaluate the material issues and challenges associated with collecting the data robustly.
- d)Develop guidance that will promote a consistent approach to be taken across the industry in providing the required information.
