NHS England wish to commission a GP service for the patients currently registered at Hatherleigh Medical Centre and Shebbear Practice in North Devon. The provider must be fully operational by 2nd August 2018. This procurement is being carried out by NHS SCW Commissioning Support on behalf of the Commissioners.
This Notice as a call for competition is initially published as a notice for expressions of interest. The Commissioner may then choose to proceed to publish tender documentation to parties who have responded to the notice and there shall be no further notice published. Any procurement will be based on an open procedure.

In order to participate in this procurement providers will need to 'express an interest' and register on the system.Interested parties must express an interest by 12 noon 2 March 2018
As of 1 January 2018 there are 3,879 patients registered at either Hatherleigh Medical Centre or Shebbear Practice. The weighted list size is 4,577.1
The provider will receive the GMS price £81.15 per weighted patient in line with other GP contracts locally.
The provider will have to meet GMS core hours, currently 8am to 6.30pm five days per week. During these hours the site will be expected to be open to deliver face to face appointments for patients currently registered with Hatherleigh Medical Centre or Shebbear Practice and/or for patients of the main surgery for whom this would be a convenient alternative. Any changes to opening hours will require NHSE approval and demonstrate that the effect on access will be at least neutral. Changes to hours or services will be subject to patient engagement and consultation which is the responsibility of the contractor.

Additional information: The Services are healthcare services within the meaning and scope of Annex XIV of Directive 2014/24/EU ("the Directive") and Schedule 3 to the Public Contract Regulations 2015 ("the Regulations"), which are not subject to the full regime of the Regulations, but is instead governed by the "Light Touch Regime", (Articles 74 to 76 of the Directive, and Regulations 74 to 76 of the Regulations).

The Services are healthcare services within the meaning and scope of Annex XIV of Directive 2014/24/EU("the Directive") and Schedule 3 to the Public Contract Regulations 2015 ("the Regulations"). The tendering process will be conducted in accordance with the requirements and flexibilities provided by Articles 74 to 76 of the Directive, and Regulations 74 to 76 of the Regulations. The Authority will run a transparent tender process, treating all bidders equally. For the avoidance of doubt, the Authority will not be bound by the Regulations or the Treaty on the Functioning of the European Union or any other regulations or legislation except for the specific arts or circumstances that apply to the procurement of these Services.
Neither the inclusion of a bidder selection stage, nor the use of any language or terms found in the Directive or Regulations, nor the description of the procedure voluntarily adopted by the Authority ("Open", "Restricted", "Competitive Procedure with Negotiation", "Competitive Dialogue" or any other description), nor any other indication, shall be taken to mean that the Authority intends to hold itself bound by the Directive or Regulations, save by the provisions applicable to services coming within the scope of Annex XIV of the Directive / Schedule3of the Regulations. The services are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but is instead governed by the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations74to 77).
