The London Borough of Newham invites expression of interest for Dynamic purchasing system (DPS) accommodation based supported living services for adults with mental health issues, learning disabilities and autism. The majority of supported living service placements will be made within the London Borough of Newham. However on some occasions the authority may place a customer in a service out of borough. The DPS will be for 10 years duration, from 1.6.2020 until 31.5.2030. The Council reserve the right to reduce, extend or terminate the DPS period at any time during its lifetime using the standard forms. This will be for a five (5) year initial period, followed by a three (3) plus two (2) year extension period, following a successful best value review.

The admittance to DPS as a DPS provider will be a 2 stage process.

The tenderers will have to meet the initial selection questionnaire (SQ) stage and the tenderers who meet initial selection criteria will be issued invitation to tender (ITT) to bid for the relevant categories/lots. There will be eight Lots. Following acceptance onto the DPS, the authority's will invite providers for call-off stage.

The authority cannot guarantee to suppliers any business through this DPS agreement. The authority expressly reserves the right:

  • (i)not to award any DPS Agreement as a result of the procurement process commenced by publication of this notice; and
  • (ii)to make whatever changes it may see fit to the content and structure of the tendering competition and in no circumstances will the customer be liable for any costs incurred by the suppliers.

We consider that the Transfer of Undertakings (Protection of Employment) Regulations 2006 ('TUPE') may apply at the call for competition.
