The London Borough of Barking & Dagenham is seeking interest from
consultants which can prepare an independent high-level strategic review of our energy services company, B&D Energy (B&DE).
It is a wholly-owned council entity which reports regularly to the borough's Shareholder Panel, and the local authority's commissioners would like to take stock of the company's progress and examine its potential against a rapidly changing energy landscape.
The strategic review provides an opportunity for a structured process which identifies new value-creating opportunities within the business and assess the strategic foundations which underpin the company.
Consultants are expected to produce several key elements of this work:

| • | Assessment of current business model |
| • | Examination of new growth opportunities proposed by the business |
| • | Appraisal of other ESCO models and divestment options |
The Council is keen to progress this work rapidly and conclude by early April. Therefore the consultant should be well versed in the structure of energy services companies and a specific knowledge in district heat networks is essential.
The contract price is capped at £25,000 excluding VAT.
