In compliance with the Statutory Direction issued by the Secretary of State for Education on the 19 September 2017, Worcestershire County Council's Cabinet has approved the recommendation from the Cabinet Member with responsibility for Children and Families that the Council voluntarily considers alternative delivery models (ADM) for Children's Social Care Services in order to both accelerate and sustain improvement. Therefore Worcestershire County Council are looking to identify a suitable organisation to support the Council in our journey towards implementation of an ADM. Additional capacity and capability are required to work with Council Officers and members to produce an optional appraisal and preferred recommendation for Worcestershire (Phase 1) and a detailed business case on the preferred option (Phase 2).
The Council is now seeking to appoint a specialist external organisation with significant commercial experience within local government; to work with the project lead, external legal support, and Council officers. The organisation will provide advice and support to the Council in respect of the existing and future commercial and contractual arrangement. The initial support will focus on the development of preferred Alternative Delivery Model (ADM) options for Children's Social Care/Services. Then the support will move to the establishment of the preferred option (and the new service delivery arrangements for the relevant Children's Services functions).
