City of Wolverhampton Council is a forward thinking and innovative Council that strives to deliver effective services for vulnerable clients, the Homeless Persons Accommodation and Support Framework is a key aspect of the Council's homelessness prevention agenda.

This service forms part of a model in which providers will work in partnership with other services, for example Wolverhampton Homes, Health professionals, other providers, authorities within the West Midlands Combined Authority region and the Council to move and maintain people safely and effectively in independent living.

We are inviting tenders for the provision of accommodation and support for homeless adults within the city. The Council is looking to appoint one provider in each of the following framework lots:

Lot 1 Homeless Accommodation and Support Service

  1. provider to deliver:

Stage 1:

A minimum of 55 units of Emergency accommodation with support for homeless single adults

The service shall be available 24 hours a day, seven days a week, 365 days a year

Each client can be accommodated for up to 3 months.

Stage 2

A minimum of 25 supported accommodation units for single homeless adults

The service shall be available flexibly seven days a week, 365 days a year

Each client can be accommodated for up to 6 months.

Stage 3

A minimum of support for 100 clients per annum to locate move-on accommodation and support

The service shall be available flexibly to meet client's needs 5 days a week, excluding bank holidays

Each client can be supported for up 6 months.

Contract term will be for 3 years plus an option to extend for a further 2 years

Lot 2 Housing First Service

West Midlands Combined Authority has received funding from central government for a Housing First Pilot. The funding has been shared amongst each of the seven local authorities to enable them to commission services bespoke to the needs of their area.

The WMCA's plan for Housing First is rooted in three key drivers:

Preventing people from becoming homeless or rough sleeping
Responding quickly and innovatively for those rough sleeping or who are homeless.
Keeping people off the streets and out of homelessness.

The service shall provide a minimum of 18 units per annum of accommodation and related support in settled general needs accommodation for:

Entrenched Rough Sleepers
Those affected by poor Mental Health
Those with a history of Offending
Young people with complex needs
Those with substance misuse

The contract term is anticipated to be 3 years plus an option to extend for a further 2 years.
