description

Blandford Forum is a unique Georgina Market Town, as the centre was re-build after a serious of disastrous fires, which completely destroyed the town in 1731. Over the centuries since then, the town has continued to expand, in particular to the north. One of the latest developments to the north of the town is the phased development of Badbury Heights.

Persimmon Homes allocated £52,000 to North Dorset District Council (NDDC), now Dorset Council, for the provision of Public Art (only) at the Badbury Heights housing development. The agreement states that NDDC should produce a Public Art Plan in consultation with the Town Council.

However, the Town Council has offered to lead on this project due to timescales with the funding, which is due to expire at the end of 2019 and could then be taken back by the developer.

The Town Council has therefore created a Public Art Plan for Badbury Heights and a working group has been formed (of Councillors, Blandford Arts Society, the Art department from The Blandford School and residents) to progress the project. Two consultations were held and a brief of the design, incorporating the responses, has been created.

Additional information: The Town Council Public Art Working Group is pleased to offer a competition for the design of a piece of public art that will be placed in the central grass area at Badbury Heights.

The brief is to:

Supply and install a covered bridge over a dry stream to include: Metal design

Functional

Durable and sturdy

Seasonal bulbs and wildflowers surrounding

Interactive areas (to include tactile brass rubbings of nature/wildlife) Historical element linking the old town to present day with information boards

TERMS AND CONDITIONS

The design, supply and installation for the project should not exceed £47,000;

The site does not have access to water or electricity, therefore the design cannot include features that would need access to these utilities;

Entries to be submitted by 28th June 2019 at 12pm with a view for installation in Autumn 2019;

The design should be a suitably sized piece of artwork that will incorporate the brief given Entries are open to anyone, but must be able to complete installation as per the terms and conditions set out here;

Multiple entries are allowed;

Entries can be submitted to the Town Clerk's Office, Church Lane, Blandford Forum, Dorset, DT11 7AD or electronically to admin@blandfordforum-tc.gov.uk. Where an electronic image is presented any viewing software will have to be made available to the Town Council at no cost;

Submissions will need to show different viewpoints with a minimum of a side and an overhead view;

Badbury Heights residents will be consulted on the final design;

The winning entry will be announced in the press as soon as possible after the decision is made, however the individual will be contacted on week commencing 22nd July 2019;

Entries will not be returned, unless specifically requested;

The winning entry will be the design, which in the opinion of the Town Council, is most appropriate for the location, will be long lasting, and best fulfills the terms and conditions;

Should the chosen design fall under the £47,000 no cash alternative for the remainder of the money will be offered. Any surplus will be invested in benches and/or planting material;

Designs and correspondence will not be kept confidential and will be available for the public to view;

The winning entry will be expected to provide the Town Council with free and full use of the design without any further payment in perpetuity;

Each entrant must guarantee to the Town Council that their entry is an original and made without inclusion of material owned by a third party;
