Essex County Council (ECC) is currently looking to procure a waste composition analysis service that analyses and helps the Authority to better understand the composition of residual waste both across the 12 Waste Collection Authorities (WCAs) and the Authority's 21 recycling centres.
In collaboration with its partners, ECC is currently responsible for the handling of residual waste from roughly 650,000 households, or approximately 1.6 million people. Every year, around 700,000 tonnes of household waste are created in Essex, with 87% collected at the kerbside and 13% received at the Authority's recycling centres.
The objectives of commissioning this Waste Composition Analysis are:
- to obtain a statistically representative baseline composition analysis of kerbside collected residual waste at an individual WCA level.
- to obtain a statistically representative baseline composition analysis of residual waste at the Authority's recycling centres
- to measure the impact of actions and activities to reduce waste and recycle more through further repeat analysis work.
- The council would also be interested to understand capability for/experience of knowledge transfer and training for local authority officers on compositional studies.
- The council may also seek to commission participation studies as part of this procurement, and would welcome comment on supplier experience of this additional service.
