Oxfordshire County Council (OCC) invites Applicants to tender to join a type of Dynamic Purchasing System (DPS) for the provision of care home services for adults and older people. The system will be used as the primary sourcing route for all care home placements with contracts awarded on a spot or block basis. The services will include the following categories of care: residential, residential with dementia, nursing, specialist nursing, intermediate, respite nursing and respite residential. Placements will be made with care homes based in Oxfordshire or within 10 miles of the border. Where placements cannot be made within Oxfordshire or 10 miles of the border then selected care homes from outside of this area will be required to apply to join the DPS for contract award.The subject matter of this procurement process relates to the delivery of services which are listed to in Schedule 3 to the Regulations. As such the full regime set out in the Regulations will not apply to the award of the DPS contracts. Consequently the procurement process adopted by the Commissioners has been developed in accordance with regulation 76 of the Regulations and in particular in accordance with the fundamental public procurement principles of transparency ,equal treatment and proportionality. For the avoidance of doubt this means that the Commissioners have not designed a dynamic purchasing system (as such term is defined in the Regulations) for the undertaking of this procurement process. The fact that, in this contract notice at section II.1.3, the field/box relating to the establishment of a DPS does not mean that this procedure is being followed by the Commissioners. Similarly, the Council is adopting a single tender
process for establishing the purchasing system but is not following the Restricted Procedure as defined in the Regulations
