NHS Continuing Healthcare is about delivering care for individuals with complex needs as assessed by the National Framework. We need to ensure that the assessment process accurately identifies care needs and that the packages of care delivered are high quality, offer choice and value for money and are focused on outcomes.

The future needs and future commissioning intentions are being considered in relation to the following Continuing Healthcare (CHC) services:

Adult and Children Domiciliary Care inc LD Residential / Nursing inc LD Complex Care

ABI (Acquired Brain Injury)

The CCGs are considering the use of and composition of separate Lots for these services.

The key drivers for the development of this service are to provide a local, sustainable and cost effective service that enables the continued provision of high quality and consistent referrals and meets the following national priorities:

Delivery of best clinical practice
Delivery of evidence based and clinically managed care pathways
Improved patient experience
Provision of appropriate care outside of secondary care
Providing care closer to home (where appropriate)
Management of care in the most appropriate clinical setting

This market engagement is being conducted on behalf of the East Sussex Clinical Commissioning Groups comprising: NHS High Weald Lewes Havens CCG, NHS Eastbourne Hailsham and Seaford CCG, and NHS Hastings and Rother CCG.

The three CCGs are considering their approach to commissioning the services and wish to engage with potential providers by means of the attached Request for Information (RFI) document.

The purpose of providing this RFI (and service specifications) is to give information about the requirement and ask that interested providers complete and submit the questionnaire that is attached to this notice. The deadline for receipt of your completed RFI return by email to aelliott1@nhs.net is 12:00 midday on 17th December 2018 .

The estimated value for the envisaged two year initial contract period is £50,000,000.

This RFI process is designed to help the Commissioner form a view of the best way to commission the service and is not the beginning of a tender exercise. A further tender advertisement will be issued at the appropriate time as/if required.

The Services to which this RFI relates fall within Chapter 3, Section 7, Particular Procurement Regimes to the Public Contracts Regulations 2015 and Part H of the Annex V to the Public Contracts Directive (also known as 'light touch regime' formerly Part B services). The publication of the above advertisement shall not be taken to mean that the Contracting Authority intends to hold itself bound by any of the Regulations, save those applicable to Chapter 3, Section 7, Particular Procurement Regimes.
