Telford and Wrekin Council has carried out on an options appraisal for the future delivery of grounds maintenance and street cleansing which demonstrated that the Council will gain considerable best value from continuing to out-source the services with a modern contract. It is anticipated at this stage that this will be secured through a Restricted Procurement process.

The Council has its own in-house project and procurement expertise. However, requires expertise to support the Council's in-house grounds and cleansing specialists with the skills to produce a specification, performance framework, technical evaluation model and to input into the development of other key contract documentation from a technical perspective.

Experience of working on large procurement projects from a technical perspective for grounds and cleansing which has demonstrable evidence of delivering best value outcomes is essential.

Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
