It is recognised that, when considering a construction project, key decisions on viability, vision, product, exploiting opportunities etc., are made at the beginning of the process, before the planning and design stages and long before work starts on site. The council recognises that Client Advisers are highly trained, experienced architects or construction professionals who can understand the implication on financial, planning decisions on placemaking and advise on how to get the best out of the procurement process in line with the Royal Institute of British Architects (RIBA) work stages (2020).
