Rugby Borough Council has a statutory duty to provide temporary emergency accommodation for those it considers homeless under the 1996 Housing Act. Initially, when a person approaches the council as homeless, they are placed in emergency temporary accommodation, provided they are assessed as being eligible for assistance and in priority need. Due to the urgent nature of some placements, and to allow for reasonable travel distances for the client, the temporary accommodation facility proposed, must be within a 25 mile radius of Rugby Town Hall, Evreux Way, Rugby, CV21 2RR.

There are general standards and quality that the council expects from the providers of emergency accommodation.

This call for competition will result in the conclusion of a multi-provider framework agreement, it is envisaged that there will be a maximum of ten (10) economic operators being party to the agreement. Therefore only the ten highest overall scoring providers shall be awarded a place on the framework.

The framework will not grant exclusivity of supply, therefore should there be no suitable accommodation available from the suppliers within the timescales required, the authority may use an alternate provider outside of those party to the framework agreement.

The framework agreement will run for a period of three (3) years with the provision for a possible extension for a further one (1) year based on satisfactory performance and mutual agreement. Appointment to this framework does not guarantee any amount of work to the provider but offers the opportunity to be considered to provide accommodation directly from the framework without further competition.
