Birmingham City Council requires a supplier for the provision of services to update, manage and maintain a database of approximately 1,800 Panel members to ensure the Council has the opportunity to seek their views on which it wishes to consult. The Panel membership must be representative of the city's demographic.
The successful provider will be expected to provide the following services (please provide details of pricing for each):
- Maintain and manage a membership database for the Panel (including being responsible for Data Protection requirements applying to the Consultant).
- Update the membership of the Panel to ensure that its composition reflects the demographics of Birmingham, and increase the number of active participants. The proposals should indicate methods and costs of achieving this.
- Be responsible for all communications with Panel members with regard to specific surveys or other events, or retirement from and recruitment to the panel. This includes the design, development and distribution of a regular newsletter and the design, development and maintenance of a People's Panel website.
- Recruit Panel members for any additional activities which the Council may wish to involve them in (for example sitting on working groups or other bodies with Members of the Council).
- Identify and contact individual members of the Panel for specific consultations (meetings, press interviews etc.).
This contract will be for a period of 12 months commencing 1st November 2017 until 31st October 2018 with the option to extend for a further 12 months subject to satisfactory performance.
The Council will engage with the successful provider on a call-off basis throughout the duration of the contract.
BCC will be using its e-tendering system (in-tend) for the administration of this procurement process and providers must register with the system to be able to express an interest.
