EEM Members have varying requirements regarding water service management, including legionnaires bacteria control which this framework is looking to provide. — Carrying out of risk assessments, making recommendations and undertaking remedial works to proposed properties — Cleaning and disinfection of water storage tanks and portable water service pipes. — Risk assessments are to be carried out biannually or annually during a period to be agreed by members. The Contractor will generally be required to carry out all of the work while the property is occupied but on occasions, because of the nature of the work required, the Contractor may be required to carry out part or all of the work to vacant dwellings The framework will be in operation for a 4 year 48 month) period. EEM members are predominantly within the East Midlands but not exclusively so and may have requirements in other parts of England and Wales. The consortia is owned by our members which include Housing Associations, ALMO's, Local Authorities and bodies from the wider public sector. The total potential value of this Framework is 110 000 to 10 000 000 GBP. Please note that this is the total potential value for the full 4 year framework and takes into consideration that EEM membership may grow over the life of the framework. The individual call off contracts currently range between 10 000 GBP per annum and 60 000 GBP per annum.
This contract notice has been published by Efficiency East Midlands Ltd (EEM) on behalf of their members and the other organisations described below as being Authorised Users. EEM is incorporated as a company limited by guarantee. The Framework Agreement being procured by this procurement process will be entered by EEM as the Contracting Authority which will have undertaken and completed the procurement exercise begun by publication of this Contract Notice. Any reference in this Contract Notice to Contracting Authority is deemed to be and include reference to EEM and its members (Existing, Future pr participants). The current members of EEM are available from www.efficiency-em.co.uk. All of the current members are, therefore, to be regarded as Contracting Authorities under the Public Contracts Regulations 2015 for the purpose of this procurement exercise and entitled as Authorised Users to access and use the Framework Agreement to be awarded at conclusion of the procurement exercise begun by publication of this Contract Notice.
Additional information: The Authorised Users of the Framework are: 1.any Current EEM Member an organisation which is a member of EEM at the date of the Contract Notice 2. any future EEM Member a Local Authority i.e. a County, Metropolitan (City), District and Borough Council or a Unitary Authority in England and Wales, Arm's Length Management Organisation or any statutory replacement or successor organisation managed by such local authority under a Management Agreement under Section 27 of the Housing Act 1985 (or subsequent legislation) or Registered Provider (under the Housing and Regeneration Act 2008 or subsequent legislation), housing landlord organisation or wider public sector body who owns and/or maintains/manages corporate buildings or housing stock i.e Hospitals, Education Establishments, Police authorities and Prison services entitled to join and which has applied to and has joined EEM as a member in accordance with the constitutional documents of EEM. Future EEM Members may include consortia made up of organisations which would themselves individually be a Future EEM Member and may include any special purpose vehicle owned and controlled by the consortia members and would include in those circumstances the individual consortia members of the special purpose vehicle that owns and controls it. 3. 3.an EEM Participant – an organisation which is neither a Current EEM Member nor a Future Member of EEM will be entitled to use the Framework Agreement advertised by the Contract Notice if it is based within the East Midlands, owns and/or maintains/manages housing stock or other property/buildings in one or more geographical area in which it operates and is a Local Authority i.e. a County, Metropolitan (City), District and Borough Council or a Unitary Authority in England or Wales or is an Arms Length Management Organisation (or any statutory replacement or successor organisation) managed by such local authority under a management agreement under section 27 of the Housing Act 1985 (or subsequent legislation) or is a Registered Provider under the Housing and Regeneration Act 2008 (or subsequent legislation) and is itself a Contracting Authority for the purpose of the Public Contract Regulations 2015 and in respect of which organisation notice has been given by EEM to the economic operators that are a party to the Framework Agreement being advertised by the Contract Notice that such organisation is an Authorised User of this Framework Agreement. EEM Participants may include consortia made up of organisations which would themselves individually be a an EEM Participant and may include any special purpose vehicle owned and controlled by the consortia members and would include in those circumstances the individual consortia members of that special purpose vehicle. EEM Participants may also include private organisations who have been contracted to undertake works on behalf of an EEM Member or an organisation which would themselves could be a Future EEM Member or Participant
