Bury Council is seeking to commission a suitably qualified organisation to undertake a Housing Needs and Demand Assessment of the Borough. It is required that the survey will consider and report on all tenures and client groups on a ward and township basis, as well as for the Borough as a whole.
The commissioned organisation must also be suitability qualified to use the results of this survey to aid their production of a Housing Strategy for the Borough. This information will support the Council's wider growth ambitions, in particular housing growth. The Housing Needs and Demand Assessment data will also be fundamental to the continued success of Bury's Affordable Housing Policy (including any supplementary planning documents) in evidencing the scale of affordable housing required in the Borough.
The survey and methodology used must be in accordance with the Department of Communities and Local Government (CLG) document; Housing Markets Assessments: Draft Practice Guidance August 2007. If during the study an updated version of the guidance is published by the CLG, the adopted copy must be followed.
All tenders submitted must provide for the completion of both the Housing Needs and Demands Assessment and the Housing Strategy.
The closing date for the submission of expressions of interest is 5.00 pm on Wednesday 6th November 2019
The closing time for completed tender submissions, via The Chest, is 12.00 noon on Monday 11th November 2019.
