Tameside Metropolitan Borough Council (MBC) is looking to contract with a Provider to develop and operate a flexible, innovative Asset Based Community Development (ABCD) Programme that is focussed on increasing community resilience and supporting the communities of Tameside in using their own assets to tackle the issues that affect their lives. The service provider will be required to: -implement an asset based community development programme - develop a multi-layered Tameside Joint Strategic Asset Assessment (JSAA), based on local asset mapping, to complement the Tameside Joint Strategic Needs Assessment (JSNA) and inform strategic commissioning. - develop, manage and distribute funds for asset based community grants -l develop and implement an effective evaluation of the programme that captures the impact of ABCD in communities, demonstrates a contribution to the reduction in health inequalities and effectively contributes to the evidence base for ABCD. A maximum contract price of £373,000 per annum is budgeted to deliver this programme, which includes an allocation for asset based community grants, which as a minimum should equal £80,000.Transfer of Undertakings (Protection of Employment) Regulations 2006 The Council and Pennine Care NHS Foundation Trust (the current provider) are mindful of the TUPE Regulations and the application of the service provision change provisions however, tendering organisations must form their own decisions/assumptions. The final judgement on the applicability of TUPE will be made through due diligence once the contract is awarded.
