Open early engagement - This means that a procurement idea is currently active, it is in the early stage of development and judging interest from potential providers.

NHS England South (South Central) (the Commissioners) invites expressions of interest (EOI) from suitably qualified and experienced providers including third sector and social enterprise organisations, private and NHS to provide the NHS Diabetic Eye Screening Programme (NDESP) to patients living and registered in Bath & North East Somerset, Swindon and Wiltshire (BSW).

NHS England South (South Central) will be the contracting and commissioning authority for the NHS NDESP. Commissioners are looking for a single provider to deliver a high quality service across BSW.

The aim of the NDESP is to reduce the risk of sight loss amongst people with diabetes by the prompt identification and effective treatment if necessary of sight threatening diabetic retinopathy. In line with the national specification the screening programme must operate a 12 month screening interval for all people with diabetes invited for routine digital screening plus digital surveillance clinics for individuals who require more frequent screening.

The Commissioners would like to encourage innovative solutions which will deliver value for money and improved services to patients.

Contract award is anticipate in late August 2016 and the successful bidder will be expected to manage a phased implementation with a service commencement date of 27 January 2017 for Swindon, B&NES and North Wiltshire followed by South Wiltshire from the 1 April 2017.

The information received during this process will be used to inform potential future solutions.

NHS England South (South Central) will be holding a market event to discuss the forthcoming procurement on morning of 23rd March 2016.
