description
The Homes and Communities Agency (HCA) is procuring a wide variety of works necessary to facilitate development of the site including preparatory works and investigations.
The site is an former Ministry of Defense site developed from 1917 to 1996. As a result the site does have specific challenges relating to contamination, unmapped private services, and potential unexploded ordnance. In addition the site includes a number of tenanted buildings which will need to continue largely undisturbed during the works. Significant preparatory works and investigations have been done to identify potential issues in advance but they remain potential challenges to the works.
The scope of the phase 1 works includes (but is not limited to) the following:
—All aspects of outstanding planning requirements at the time of appointment, including discharge upon completion.
—All aspects of Party Wall constraints, liaisons and adjacent notices (if any).
—Disconnection & diversion of essential existing services as necessary to facilitate the construction works and to retain the operation of maintained tenanted buildings.
—Undertake any necessary pre-construction surveys.
—Construction of an adopted road off of Daedalus Drive to meet the specified layout/ specification. Contractor responsible for construction.
—Construction of a new junction connecting Daedalus Drive with the adopted highway at Marine Parade West/ Stubbington Lane
—Construction and installation of new statutory utility along the public spine road. Including Electrical, Gas, Potable Water, Telecom and foul water supplies.
—Construction of a Foul Water pumping station and rising main to pump all proposed foul discharges from the Waterfront site to Southern Water's foul pumping station to the northern end of the Daedalus airfield. —Construction of a public storm water drainage network to convey run-off from the majority of the phase 1 and 2 catchment area to the Solent to meet specified layout/specifications. Contractor responsible for construction. —Upgrading of the existing 450 mm diameter outfall into the Solent.
—All required approvals with Statutory Authorities as or if required.
—Hotspot contamination remediation.
Additional information: All discussions, meetings and communications will be conducted in English. The contract will be subject to English law. Tenders and all supporting documents must be priced in GBP and all payments under the contract will be made in GBP.
This procurement and award is subject to the transparency arrangements being adopted by the UK Government. All dates included in this notice are provisional and potentially subject to revision.
The estimated value of 5 000 000 GBP is on the basis of an estimated range of 4 000 000 to 6 000 000 GBP,
The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out forthe procurement.
