North East Essex Clinical Commissioning Group wishes to invite suitably qualified and experienced providers to submit tenders for the provision of an Integrated Dermatology Service. The successful Bidder will be accountable for the provision of all services within the scope of the integrated dermatology model.

This service will include, but not be limited to, provision of all dermatological care for patients in north east Essex described in the model, including the provision of related demand management and triage, e.g. teledermoscopy or another triage model to deliver these outcomes, and dermatology related cancer and plastics services and activity.

Please note that the services and associated specification and prices, commissioned within this contract may be subject to review and change. Moving forward it is the CCG’s intention to work closer with the CCGs within the Suffolk and north east Essex STP footprint. Therefore the scope of the possible changes to be made to this contract shall relate to the potential introduction of a larger population to support the STP footprint (i.e. the contract and specification may be amended to also deliver a dermatology service to the Ipswich & East Suffolk and West Suffolk CCG populations), through a variation to the contract in accordance with Regulation 72 (1) (a) of the Public Contracts Regulations 2015. The contract may also be amended where following assessment of the reasonable alignment of out of hospital services it is identified that it is logical for additional services to be delivered in conjunction with this contract and by the lead provider or one of its sub-contractors, both in terms of actual service delivery and to avoid duplication of costs. These services may include but are not limited to other services and specialties formally delivered in a secondary care outpatient setting and any day case or outpatient procedures where it is foreseen that these services can be delivered more effectively as part of this contract. This may include the following specialties (or elements of): cancer and plastics activity, including minor plastics procedures, Rheumatology, Ophthalmology, Diagnostic procedures (including Direct Access), ENT, MSK, Cardiology, Diabetes care and Respiratory care. North East Essex CCG reserves the right to amend the contract, where following assessment, it is found that it is no longer appropriate for the acute inpatient element and non-elective support to Colchester Hospital Trust to be included within the Integrated Dermatology Service. The CCG therefore reserves the right to withdraw this element of the contract. Any changes to the contract shall be subject to discussion with the provider.

Additional information: The Services to which this Procurement relates fall within Schedule 3 of the Public Contracts Regulations 2015 (the ‘Regulations’). As such, the procurement of the Services is being run as a bespoke, single stage application process akin to the Open procedure, involving a number of stages which are outlined within the suite of procurement documents. The Contracting Authority does not intend to hold itself bound by any of the Regulations, save those applicable to Schedule 3 Services.

You are advised that the budget will be in the region of £2.45m to £2.72m per year across the period of the contract, therefore £16.54m to £18.36m total contract value, for the potential 6 years and 9 months, which is a combination of five years and 9 months, plus a possible extension of up to one year.
