NHS England South (South West) are seeking a suitable provider to carry out Health Needs Assessments (HNA) for the following two Lots. Interested Providers may bid for one or both Lots. Lot 1 is for a HNA refresh and Lot 2 for a full HNA.

1)Sexual Assault Referral Centres (SARCs) across the South West (Refresh HNA)
2)Liaison & Diversion and Substance Misuse Services for Avon and Somerset Police Force Area (Full HNA)

SARCs

There are currently seven SARCs within the South West region. These provide services for both paediatric and adult clients

SARCs in the South West have a complex commissioning and Provider structure, with numerous stakeholders across the areas of Gloucestershire, Swindon and Wiltshire, Avon and Somerset, Devon and Cornwall and the Isles of Scilly.

SARCs are overseen and strategically led by a number of Partnership Boards, based in each Constabulary area.

The Health Needs Assessment refresh will inform a consultation exercise, scheduled for early 2017, which will lead to a redesign of SARC provision and service specifications in preparation for future commissioning.

Liaison & Diversion and Substance Misuse Services

NHS England commissions Liaison and Diversion services for those identified by the police and other services for arrestable offences and offers screening and assessment for a range of vulnerabilities.

The Office of the Police and Crime Commissioner (OPCC) commissions separate activity to respond to those in custody with drug and alcohol needs. Another name used for this type of service is arrest referral.

A collaborative commissioning arrangement will bring these areas of work into one service for which the Health Needs Assessment will inform the model.
