SS16 46 - Delivery of Heating Measures under the Warm Homes Initiative Category/Categories: - CPV Codes 45330000 : Plumbing and sanitary works 39715000 : Water heaters and heating for buildings; plumbing equipment 39715200 : Heating equipment 39715210 : Central-heating equipment Background Kent County Council (the council) is the largest county council in England covering an area of 3,500 square kilometres. It has an annual expenditure of over £900m on goods and services and a population of 1.3m. The Council provides a wide range of personal and strategic services on behalf of its residents, operating in partnership with 12 district councils and 289 parish/town councils. The Council consists of four directorates; this requirement is for the Council's Business Service Centre within the Growth, Environment and Transport Services Directorate. The Opportunity Kent County Council (KCC), on behalf of the Kent and Medway Sustainable Energy Partnership (KMSEP), would like to invite organisations who are interested in the management of customer referrals, project manage the installation works for heating systems to residential buildings in the domestic sector across Kent and Medway. The KMSEP aims to ensure residents and businesses receive a clear and consistent message about what energy efficiency measures and finance options are available to them for this retrofit work. The KMSEP is also keen to take advantage of any access that Providers have to additional retrofit funding and finance options. The successful organisations / consortiums will also have the ability to project manage and manage referrals, from initial interest through to full installation of the works. The estimated value of the contract works to be undertaken is £200,000 (£300,000 in total if the option to extend is activated) but this is dependent the number of resident referrals taking up the offer to commission the works. Additional top up funding may also be available through Kent County Council Public Health's Winter Warmth programme up to March 2017, and through other top up funding grants that may be available from local authorities. KCC is working on behalf of the Kent and Medway Sustainable Energy Partnership (KMSEP). The KMSEP brings together, at a strategic level, all the key partners who would be essential in delivering a successful retrofit programme across Kent and Medway. The KMSEP includes, but is not limited to, all Local Authorities in Kent, Kent County Council Public Health, and the National Landlords Association.
