NHS Dartford, Gravesham and Swanley & Swale CCG (“The Commissioners”) – Adult Community Services Procurement
Further to the original Contract Finder / OJEU Notice Reference 2015-040053 published on 09/01/2015. The Commissioners wish to provide an update on the procurement process for this project. The Commissioners are grateful for the feedback received following the initial Potential Bidders Market Engagement Event held on the 11 February 2015, at Brands Hatch. After due consideration by the Commissioners, it is likely that a comprehensive tender for a single contract covering Adult Community Services for the two CCG's will be sought. The Commissioners have no preference whether this is one organisation, a Lead contractor or a Consortium. The selected provider will however be expected to operate under a payment mechanism at service line level for each CCG.

A reminder that the likely portfolio of Adult Community Services that will be tendered comprises:Community Hospitals, Integrated Discharge Team, Rapid Response Team, Hospital at Home/Bridging Team,Community Nursing, Community Continence Service, Intermediate Care service, Community Physiotherapy Service, Community Podiatry, Speech and Language Therapy, Community Specialist Nursing including but not exclusively; Neuro Rehabilitation, Cardiac, Pain Therapy, Respiratory, Diabetic and Epilepsy.
The current cost of these services is in the order of £26 million per annum. Services will be expected to be in place for service provision to commence on 1 April 2016. A more comprehensive and detailed timeline will be available within the PQQ.

Additional information: All interested parties should note that this Service Procurement falls within the scope of Part B Services as defined in the Public Contracts Regulations 2006 (as amended) and Directive 2004/18/EC. Therefore the 2006 Regulations and the 2004 Directive are only applicable to the Service Procurement to the extent required for Part B Services.
For the procurement of healthcare services for the purposes of the NHS within the scope of the National Health Services (Procurement, Patient Choice and Competition) (No. 2) Regulations 2013 (the NHS Regulations), there is a temporary exemption from the Public Contracts Regulations 2015, which generally means that healthcare services, when procured by CCGs and NHS England, will continue to be subject to the Public Contracts Regulations 2006 (the 2006 Regulations) until 18 April 2016.
